Peoples’ Action for Development (PAD) is a registered CBO which is formed with the facilitation of BOSCO REACH-OUT, Guwahati, for sustainability of the development process in the area. BRO has initiated a participatory approach in the development process through empowerment of the rural poor and the marginalized community of the North East Region in last 24 years. Empowerment means access and control over resources, information, decision making and developing confidence to achieve integrated development – development in social, economic, political, cultural and spiritual. PAD will be in dependent organization as soon as its legal process completes (i.e. 12A and FCRA registration completes) and able to provide effective services to the community.

08. Vision & Mission Statement of the Organization: Peoples Action for
Development (PAD):


VISION
PAD visualizes equal and just society where people live a healthy life in clean environment.
MISSION
PAD seeks to achieve equal and just society through empowerment of the Marginalized Adivasis and tribal people by organizing them into SHGs, building their capacity and enabling them to utilize available resource and creating awareness about environment.

GOALS
PAD is committed to provide rural people with proper training of agriculture, fishery, poultry, etc to empower the marginalized people .
1. Promote and organize SHGs in rural areas and tea garden areas.
2. Promote and start cottage industries in rural and tea garden areas e.g. bamboo and cane industries, weaving, carpentry, computer training etc.
3. Skill development Training for village youth.
4. Increase literacy rate through formal and non-formal education.
5. Enable rural and tea garden people to get government schemes.
6. Provide health awareness and protect the
Environment .
7. Empower people to take part in local governance
(Panchayat, autonomous councils,PDS)

According to Registration Memorandum operation Area of PAD is Assam . But we are presently working few part of Lakhimpur and Dhemji District and lower subansiri and East Siang District of Arunachal Pardesh .Location is shown in the

The target area is located in the border areas of Arunachal Pradesh and state of Assam .The Area is around 400Km from Guwahati and 80 Km from Itanagar the head quarter of Assam and Arunachal Pardesh Respectively. It is well connented by NH52 and railway. These villages are:- Rupahi, Thekera Guri, Pathalipam, Ananda, Dhol Basti, Mingmang, Bodoti, Ukhamati, Santipur, Baligaon, Betbari, Kajia Mati, Germer, Dipa, jumi basti, Dulungmukh, Bonte, Kalaptokor .
The target communities are Mishing, Sonowals, Deuris, Hill Miris, Adis, Adivasis, Nepalese and Assamese.

10. Past focus issue, Development Approach:
Focus issue is Livelihood.
Empowering the community is the key to sustain the development process. One of the main pillars of empowerment is economic/livelihood sustainability. Our aims at economic sustainability of the target community by providing knowledge, skill/training , demonstration and backup support.
The Self-Help Group is the main tool for development. In fact this lead one to be aware of his/her presents status and opt for betterment of his/her future. The SHG movement is being taken place in the area and now the community is eager and open to take up other livelihood options.


Strategy: Socio-economic development through SHG by practices of sustainable livestock management and improved agriculture development.
The improvement in economic status is a must for a human being to have dignified living standard. But this effort must come from the community itself. All this while various Charity organizations tried their best and raised the living standard of the poor but with the end of their charity projects, the standard which they had raised was back to the earlier or worst standard.
Other important task is to empower SHGs to get government facilities through Local governance like Gram Panchayat ,Mising Autonomous Council ,MLA & MP Development fund . The Orgnisation alaways encouraged SHG Members to get above funds for their development. Public distribution system is another area where the
organization is planning to Intervene.

11. Work done so far and achievements. Promoted 70 SHG raising living standard
Of the People some Extend.


Achievements:-

Our first achievement is the support and faith of the people. They have come forward to join the development activity initiated by PAD in a large number .1050families are directly benefiting from the 70 SHGs and this number is increasing day by day.

PAD has a conglomerate of 70SHGs. It has one federation Called “Milan” and four clusters from different socially backward communities. Name of the clusters are as mentioned below:

Now these SHGs capital reaches up nearly to an amount of Rs3 lacs. These SHGs are given revolving funds by PAD for small economic activities. The self help groups now have become self-reliant and also they are able to improve their living conditions. Each household has now adopted income-generating activities like piggery, poultry, weaving, petty shops, etc.

1. The Total Capital of SHGs within one year Rs2 Lakhs ,each group have saving around Rs 7000.00 to Rs25000.00 .
2. 70SHGs are coming up under the guidance of PAD.
3. Income generation programs like weaving, poultry, piggery, fishery, Agriculture, Small scale business going on..
4. Health and Hygiene situation improving as the people have started using filter, sanitation, and cleanliness.
1. People are becoming aware of their rights and able to influence panchayet by which village school road are being constructed in some village specially Legasung , Naogaon Mingmang and joraigoan village.
2.Arround 30 New SHGs are being promoted in the Tea Garden

12. Identification of Key Issues in the area of operation. .
Livelihood is the key issue.
Other issues are: 1.flood.2.Malaria 3. Illiteracy 4.health 5.unempoyment, 6.Land, 7.Child Labour, 8.Child marriage, 9.Women exploitation.,
10. Border issue.

Dhemaji district of Assam is mostly underdeveloped mainly considered as flood prone district that resulted complete cut off for several months from the rest of the world. Worse road communication network, salutation of cultivable lands, low industrial infrastructure etc., are some of the major constraints that push back the economy of the district.
Similarly, Siyang and lower Subansiri Districts of ArunachalPradesh are the boarder districts with Assam experience similar fate that of Dhemaji district. The hilly terrain, lack of proper communications and industrial growth, high illiteracy, Child marriage, women exploitation etc., is some of the major constraints that deter the economic growth of the area.
The inhabitants are mostly tribal and mixed groups. The women are laborious mostly engaged on in multi dimensional activities including Agriculture, livestock rearing and all sorts of household activities. United efforts will make the women folk stronger and productive.
In the tea Garden issues are very complex, literacy, Child Labour, Unemployment, closing down of Tea Garden are major problems.
Old system of Agriculture does not give much income. Many times the flood destroys cultivation creating great problem for lively hood .In those miserable situation only way is to wait for the relief from government or some Agency. Lack of knowledge of Agriculture is one of the major problems in the area.
